Office Of The Speaker

The Speaker, Hon. Mohamed Hashim Salim, was unanimously elected by the Members to head the Legislative pillar of the Lamu County Government. Hon. Mohamed Hashim is a seasoned politician who served in the 8th Parliament (1997-2002). The Speaker brings to the speakership position a wealth of parliamentary working experience after having served as a chairperson of a parliamentary committee prior to being appointed to the cabinet. He served as an Assistant Minister for Trade & Industry and of Local Government.  

As the Speaker he has been able to ensure Members of the Assembly participate in House business fittingly.

The Legislature is the representative legislative body of the People of Lamu and it works best when constituents contribute to the process. Lamu has one of the most diverse County Assemblies in republic  – with nine (9) political parties being represented,  40% (forty-percent) Female Members and Persons with Disabilities and youth also being well represented above the national average.  Members work very hard to ensure that the voices of our communities are heard and considered. The Speaker has been able to steer the Assembly to the high heights of

The Speaker notes: “For efficient service delivery to our people I always ensure that the Assembly performs its core functions effectively - that of representation, legislation and oversight over the executive. Additionally, I strive to make the Assembly accessible and transparent in conformity with public participation provision as anchored in our supreme law”.

As public servants I invite the general public to monitor the work of the Assembly, get to know your representatives and lawmakers, find out more information about pending legislations, laws that have been enacted and the current Business on the Floor of the Assembly.


· Chairperson of the County Assembly Service Board

· Controlling  the proceedings in the County Assembly and  giving direction to County Assembly committees

· Disciplining Members of County Assembly for misconduct in the County Assembly.

· Giving members of County Assembly the chance to contribute towards Assembly debate where he ensures that the minorities are given a fair hearing before the will of the majority prevails.

· Issuing orders and making rules for the regulation of visitors to the County Assembly precincts and represent County in its relation with other County


·       .  Chairs County Assembly sittings and maintain the Attendance Register

Serjeant At Arms Department

The mandate of the Serjeant-At-Arms Department includes:-

· Ensuring protective security for all Members, staff and property;

· Coordinating the functions of the County Assembly Security;

· Performing Chamber and ceremonial duties;

· Management of access to Assembly for Members, staff and visitors;

· Maintaining custody of the Mace, which is the symbol of Assembly authority;



Finance And Accounting

The finance department is one of the key departments in the County Assembly with the primary function of promoting good financial management at the county assembly and to provide an excellent level of service to the other departments. 

This would in turn facilitate effective and efficient use of resources in achieving the mandate of the county assembly to the Lamu county populace and Kenyans at large.

The roles are broadly in the areas of Accounts, Finance, budgeting and technical support to the legislative process.


Administrative Services Department

The department will be responsible for supervision and providing strategic direction to office support services, public affairs and media relations, printing and audio recording, catering services and maintenance services to enable the Assembly fulfill its mission.

The Department will be composed of the following three (3) Units:-

· General Support Services

· Public Affairs Unit

· Public Participation

· Ward Offices Administration

· Human Resources Management Unit


The mandates and functions of the Units;

General Support Services Unit

The Unit will be composed of the following three (3) Sections:-

a. Office Support Services

b. Maintenance Support Services

c. Catering Support Services

d. Printing and Audio Recording

e. ICT Services


Office Support Services

The Office Support and Maintenance Services Section provides efficient and effective office services such as,

· Registry,

· Transport,

· Cleaning and

· Messengerial duties to Members of the County Assembly and staff.

Maintenance Support Services

· Maintenance of buildings, gardens and minor repair work,

· Refurbishment and alterations of buildings

· Planning coordination and implementation of CASB projects

· Liaison with project consultants

· Replacement and servicing of equipment

· Ensuring continuous flow of water and power in all the Assembly buildings

Catering Support Services

The Catering Support Services Section when fully operational will be to prepare and serve food and beverages to Members of County Assembly, their guests and senior staff of the County Assembly.

Printing and Audio Recording

The Printing and Audio Recording Section’s core function is to provide quality printing services to the County Assembly promptly, while ensuring that secrecy, urgency and accuracy is maintained on all documents. The Audio Recording Section as part of the Hansard Department is to facilitate Committee proceedings, store audio documentation, dissemination and digitization of the system.

Information Communication Technology (ICT) Services

The Information Communication Technology (ICT) Services Section needs to be service oriented and ICT is a tool to increase efficiency, reliability and accuracy in processing, storing and dissemination of information with services cutting across all Departments in the County Assembly.


Public Affairs Unit

The Public Affairs Unit is made up with the following Sections,

a. Media Relations

b. Protocol

Media Relations Section

The Media Relations through its Protocol, Public Communications and Outreach Programmes will seek to improve the public image of the County Assembly. The Unit will also act as a go-between Assembly and the media fraternity and the general public – the objective being to ensure that the image of the Assembly is safeguarded by sifting and passing the relevant information regarding the going-on in the Assembly to the public.


Public Participation Unit

In the constitutional dispensation public participation in the governance is in anchored in the Constitution of Kenya and other legislations. A Unit with the sole responsibility to focus in organizing Public participation and also ensuring Assembly’s compliance of the constitutional provisions on public participation on all the Bills and committee meetings. 


Ward Offices’ Administration

Ward Offices once fully operational need to be service delivery oriented not only to the individual respective Members but also the Assembly and the community in general. - Policy Paper PP010/10/2014.


Human Resources Management Unit (HRM)

The mandate of the Human Resource Management Unit is to provide strategic leadership and guidance in human resource management and development and the management of the medical scheme by providing prompt services to enable the Assembly fulfills its mission.

The Unit provides the following services:


·  Co-ordination of HR activities in such areas as recruitment, appointment, promotion of staff, general staff placement, discipline, grievances and counseling;

·  Management of payroll for the County Assembly;

·  Management of the Medical Scheme;

·  Interpretation and application of personnel regulations, procedures and policy matters;

·  Co-ordinates training and development of staff;

·  Co-ordination of performance contracts,


The Unit is composed of two (2) Sections:-

a. Human Resource Development

b. Human Resource Management


Human Resource Development Section

The mandate of the Human Resource Development Section is the identification of training needs, preparation of training projections, general coordination of training activities, monitoring and evaluation of training programmes and performance management;-


Human Resource Management Section

The mandate of the Human Resource Management Section includes providing effective, efficient and timely operational support and guidance to management and staff to ensure that strategic and operational objectives are met.

Legislative Department


The Department is composed of the following three (3) Bureaus and two (2) Units:-

· Bureau of Legislative Procedures

· Bureau of Committee Services

· Research Services Unit

· Legal Services Unit

· Hansard Recording Unit 

The mandates of the 2 Bureaus/Units:-


Bureau of Legislative Procedures (BLP)

The mandate of the Bureau of Legislative Procedures includes legislative matters, provision of administrative and procedural support to the Assembly by:-

· Marshaling of published Bills, Motions and Sessional Papers,

· Preparation and processing of weekly programme of Business, Order Papers, Votes and Proceedings of the County Assembly,

· Provision of professional advice to the Speaker, Deputy Speaker, majority Leader, Minority Leader, Honourable Members and Staff on Parliamentary procedure, tradition, practice, convention and etiquette.

· Facilitating public participation in Legislative process including responding to inquiries from members, staff, the public and other Legislative bodies,

· Distributing copies of draft legislations and other Assembly papers to Members,

· Attending to specific Chamber  duties


Bureau of Committee Services (BCS)

The mandate of the Bureau of Committee Services includes:-

· Advising the Committees on procedural matters;

· Compiling and keeping minutes of the Committee proceedings;

Ensuring custody of all papers, books, records and other documentary evidence  produced by the Committees;

· Preparing and circulating the agenda Committee meetings to the Members;

· Organizing and facilitating the attendance of witness to Committee meetings

· Organizing Committee meetings both within the Precincts of the County Assembly and elsewhere;

· Organizing Committee trips and inspection tours

· Preparing Committee budgets

· Compiling Committee reports and facilitating their tabling and adoption by the Assembly.


Research Services Unit (RSU)

The Research Services Unit is the custodian and reservoir of information resources critical in supporting Members of the County Assembly in their legislative representation and oversight roles. The Unit consists of the following two (2) sections:-

. Assembly Library Services

. Assembly Research Services


 Assembly Library Services

The Assembly Library Services shall provide Members of the County Assembly, staff and the public by extension, with the relevant information resources and reprographic services and act as County Assembly’s main reference point and keeping custody and archiving all County Assembly journals and records.

Assembly Research Services

The Assembly Research Services works for the Members of the County Assembly and staff in providing policy analysis to Committee and Members of the County Assembly regardless of the party affiliations.


Legal Services Unit (LSU)

The Legal Services Unit is the office of the County Assembly charged with the responsibility of handling all legal matters arising in the Assembly.

Key functions of the Unit include the following:-

· Drafting Bills and Committee stage amendment to Bills;

· Rendering legal advice to Speaker, the Clerk and CASB, the various Bureaus, Divisions, Departments and Members of the County Assembly on various issues concerning Assembly legislative and       administrative work;

· Advising on Bills and assisting Committees and Members to scrutinize Bills and draft proposed amendments to Bills;

· Serving as Speaker’s Counsel and in this capacity act as Legal Counsel to the Speaker in respect of all official aspects of the Speaker’s office;

· Carrying out legal research on assorted legal and procedural matters;

· Advising Committees, writing legal opinion, briefs and memoranda for use by Committees and Assembly’s Departments and Bureaus.


Hansard Recording Unit (HRU)

The Hansard Recording Unit is charged with the responsibility of recording and publishing reports of all proceedings of the Assembly. In addition it provides verbatim reports of Committees’ proceedings to Members of the County Assembly, Assembly Officials and the Assembly Library. 

Clerk of the Assembly

The Clerk of the Assembly is the administrative and the chief accounting officer  of the Assembly and oversees the day to day operations and affairs of the Assembly. The Clerk is assisted by the Deputy Clerk and County Assembly Service staff.

Roles and Functions of the Clerk of the County Assembly

The Clerk of the Assembly shall have the following duties and responsibilities.

1. Assist the Speaker and Members of the Assembly to organize the order of business including providing advice on Assembly  Procedures.

2. Assist the Speaker to run the Assembly proceedings including having thorough knowledge of the rules of the Assembly and tabling all documents presented to the Assembly.

3. Drafting private members bills and amendments.

4. Certifying the passage of bills through the Assembly.

5. Pursuant to section 12 (1) of the County Governments Act 2012,The Clerk of the County Assembly is the secretary of the County Assembly Service Board.

6. Accounting officer of the County Assembly.

7. Assisting with ceremonial occasions, such as the opening of Assembly and is required tom swear an oath of allegiance administered by the Speaker of the Assembly to new Members of County Assembly.

The County Assemby Service Board (CASB)

Responsibilities of the County Assembly Service Board

  • Ensuring the necessary for the welfare  of the Members and staff of the County Assembly Service
  • Providing services and facilities to ensure the efficient and effective functioning of the Assembly
  • Constituting offices in the County Assembly Service, and appointing and supervising office holders;
  • Undertaking, singly or jointly with other relevant organizations, programmes to promote the ideals of parliamentary democracy.
  • Preparing annual estimates of expenditure of the county assembly service and submitting them to the county assembly for approval, and exercising budgetary control over the service;

Management Team

The main responsibility of the Management Team is to oversee the management of business and affairs of the Assembly. In this regard, the Board establishes policies, reporting mechanisms and procedures in view of safeguarding the assets of the Assembly and ensuring its long-term viability, success and development.

The Management Team supervises the management of the business and affairs of the Assembly. In exercising this role, the Board fulfills the following responsibilities:

4. Supervision over Assembly Service Staff

5. Reporting & Disclosures

6. Expenditure Management & Internal Controls
